Bangladesh is entering a transformative phase in waste management policy, with Extended Producer Responsibility (EPR) as the cornerstone for plastics, electronics, and hazardous waste. The Ministry of Environment, Forest, and Climate Change (MoEFCC) has published draft directives and is building institutional frameworks. For manufacturers, importers, and brand owners, preparing for compliance is a competitive necessity.
The journey began with the Hazardous Waste (E-waste) Management Rules 2021 under the 1995 Bangladesh Environment Conservation Act, establishing responsibilities for all e-waste stakeholders. The Solid Waste Management Rules (2021) provided broader legal foundations. The Department of Environment (DoE) serves as primary enforcement authority. In November 2025, MoEFCC published the draft EPR Directives on Plastic Waste Management, signaling the direction for all EPR frameworks.
The draft establishes binding obligations: DoE registration with biennial renewal; 15% collection targets in Phase 1, increasing to 30% from year three; 7.5% recycling targets initially, rising to 15% from year three; comprehensive action plans for pre- and post-consumer waste; annual reporting on market quantities and progress; and public awareness programs. Implementation is phased: large enterprises first, medium in year three, small in year five.
The World Bank recommends starting with an EPR Corpus Fund (government-managed, producer contributions based on market volume, municipalities submit infrastructure proposals) before transitioning to a PRO Fee-Based Model (producers register with Producer Responsibility Organizations, PROs manage collection and recycling infrastructure). This phased approach allows institutional capacity to develop while ensuring immediate compliance pathways.
Manufacturers should: register with DoE; quantify annual products placed on market; develop collection infrastructure directly or through certified PROs; design for recyclability incorporating eco-design principles; implement tracking and reporting systems; and engage with industry associations in ongoing consultations.
